How come Elk Grove doesn't use the RT system?

Why did it switch over to E-tran system? I think it's lame...because if someone lived in Elk Grove and wanted to transport to somewhere else in the Sacramento area but does not have a car or wants to save gas...it would be hard. Also, why don't we have a light rail station? I live in Elk Grove, and I like using the light rail alot (I've used it a couple of times because Sac City College has a light rail station and me and my friends would use it to go out to lunch) because it's faster than a regular bus and safer than driving.
